Waste disposal authorities (WDAs) are responsible for diverting local authority collected municipal waste (MSW) from landfill.

The Environment Agency is the monitoring authority for the Landfill Allowances Trading Scheme in England, and provide the Department of Food and Rural Affairs (DEFRA) with an annual report on the reconciliation process.
